A Competency-based Portfolio is a way to demonstrate life-based learning. Instead of formal transcripts, you present other evidence to support your learnings.  

The Competency-based Portfolio Assessment process is the evaluation of your “critical competencies” – that is, the knowledge, skills and abilities that your school characterizes individuals capable of moving successfully through their degree programs. The required competencies should be provided by your department or professor.
